Commissioner Burl Cain appointed Kenny Ellis as Chief of Staff for the Mississippi Department of Corrections in early 2026. Ellis brings extensive experience across multiple facets of Mississippi state government, including prior service as policy director for Governor Tate Reeves and two terms in the Office of the Lieutenant Governor, where he led legislative and policy initiatives.

Before returning to state service, Ellis worked in the private sector in business consulting and government affairs. Ellis has been recognized throughout his career for his expertise in corrections policy, playing a key role in the development and passage of significant legislation aimed at improving correctional outcomes and maximizing the effective use of state resources.

Ellis provided testimony before state and federal bodies and presented to professional organizations nationwide on topics including the fiscal impact of incarceration and the return on investment in modern correctional systems. He contributed to efforts addressing critical challenges within the corrections system, including institutional unrest and compliance matters, while working collaboratively with policymakers to advance practical, results-driven solutions.

Ellis holds a Bachelor of Arts degree in biology and psychology, with a minor in chemistry, from the University of Mississippi.
